China submarines to soon carry nukes, draft U.S. report says

Reuters) - China appears to be within two years of deploying submarine-launched nuclear weapons, adding a new leg to its nuclear arsenal that should lead to arms-reduction talks, a draft report by a congressionally mandated U.S. commission says.
China in the meantime remains "the most threatening" power in cyberspace and presents the largest challenge to U.S. supply chain integrity, the U.S.-China Economic and Security Review Commission said in a draft of its 2012 report to the U.S. Congress.
China is alone among the original nuclear weapons states to be expanding its nuclear forces, the report said. The others are the United States, Russia, Britain and France.
Beijing is "on the cusp of attaining a credible nuclear triad of land-based intercontinental ballistic missiles, submarine-launched ballistic missiles, and air-dropped nuclear bombs," the report says.
China has had a largely symbolic ballistic missile submarine capability for decades but is only now set to establish a "near-continuous at-sea strategic deterrent," the draft said.
Chinese President Hu Jintao has made it a priority to modernize the country's navy. China launched its first aircraft carrier, purchased from Ukraine and then refurbished, in September.
"Building strong national defense and powerful armed forces that are commensurate with China's international standing and meet the needs of its security and development interests is a strategic task of China's modernization drive," Hu said in a speech on Thursday at the opening of the Chinese Communist Party's once-every-five-years congress.
To address a wide variety of security threats, "we must make major progress in modernizing national defense and the armed forces," Hu said.
That means China must "complete military mechanization and make major progress in full military IT (information technology) application by 2020," he said.
The deployment of a hard-to-track, submarine-launched leg of China's nuclear arsenal could have significant consequences in East Asia and beyond. It also could add to tensions between the United States and China, the world's two biggest economies.
Any Chinese effort to ensure a retaliatory capability against a U.S. nuclear strike "would necessarily affect Indian and Russian perceptions about the potency of their own deterrent capabilities vis-à-vis China," the report said, for instance.
ARMS CONTROL TALKS URGED
China is party to many major international pacts and regimes regarding nuclear weapons and materials. But it remains outside of key arms limitation and control conventions, such as the New Strategic Arms Reduction Treaty signed in April 2010 and the 1987 Intermediate-Range Nuclear Forces Treaty. The United States historically has approached these bilaterally with Russia.
The U.S. Congress should require the U.S. State Department to spell out efforts to integrate China into nuclear arms reduction, limitation, and control discussions and agreements, the draft said.
In addition, Congress should "treat with caution" any proposal to unilaterally reduce operational U.S. nuclear forces without clearer information being made available to the public about China's nuclear stockpile and force posture, it said.
China is estimated by the Arms Control Association, a private nonpartisan group in Washington, to have 240 nuclear warheads. The United States, by contrast, has some 5,113, including tactical, strategic and nondeployed weapons.
CHINA DEPLOYING NEW CLASS OF SUBS
Beijing already has deployed two of as many as five of a new class of nuclear-powered ballistic missile submarine. The JIN-class boat is due to carry the JL-2 submarine-launched ballistic missile with an estimated range of about 7,400 km (4,600 miles).
The new submarines and the JL-2 missile will give Chinese forces its "first credible sea-based nuclear capability," the U.S. Defense Department said in its own 2012 annual report to Congress on military and security developments involving China.
The JL-2 program has faced repeated delays but may reach an initial operating capability within the next two years, according to the Pentagon report, released in May.
The Pentagon declined to comment directly on China's march toward creating a credible nuclear "triad" involving strategic bombers, intercontinental ballistic missiles and submarine-launched ballistic missiles.
The final version of the report is to be released next Wednesday by the U.S.-China commission, a 12-member bipartisan group set up in 2000 to report to U.S. lawmakers on security implications of U.S.-China trade.
The draft, in its section on cyber-related issues, called on the Congress to develop a sanctions regime to penalize specific companies found to engage in, or otherwise benefit from, industrial espionage.
Congress should define industrial espionage as an illegal subsidy subject to countervailing duties, it added.
Lawmakers also should craft legislation to boost the security of critical supply chains, "particularly in the context of U.S. government and military procurement," the draft said.

According to Chinese media reports on this incident the stricken Zimbabwean MD-ll plane, owned by the CIA linked Avient Aviation company operated by a former British military officer named Andrew Smith and registered in the UK, killed 3 American CIA agents and injured 4 other personal who are reported to be from United States, Indonesia, Belgium and Zimbabwe.

Most interesting to note in these reports on the victims of this plane shootdown is that the Indonesian man currently being treated for his injuries has ‘confessed’ to Chinese secret police forces that he is a technician employed by the United States Navy at their mysterious Naval Medical Research Unit No. 2 (NAMRU-2) located in Indonesia that Indonesian Defense Minister Juwono Sudarsono had previously called for the closing of “because its operations were too secretive and were incompatible with Indonesia’s security interests.

Even more interesting to note about this US Navy secret bio-weapons base in Indonesia (the World’s largest Muslim Nation) was its establishment in cooperation with the Rockefeller Institute, especially with it being the main center for the Americans Viral Diseases Program (VDP) they describe as the research of “epidemiologic and laboratory research on viral hemorrhagic fevers, influenza, encephalitis, and rickettsioses” and the head of this institute, David Rockefeller, long calling for a massive reduction in our World’s population. calling for a massive reduction in our World’s population.

John Davison Rockefeller (1839-1937) made his fortune in the oil industry. He founded Standard Oil, which at one time controlled 95 percent of the oil refining business in the country. He and his descendants gave away hundreds of millions of dollars.

The Rockefellers funded the Kaiser Wilhelm Institute in Germany, when eugenicists were preparing the way ideologically for what eventually became the world’s most infamous slaughter, the Nazi holocaust. The Rockefeller Institute supported Alexis Carrel, who advocated the use of gas to get rid of the unwanted. John D. Rockefeller III founded the Population Council. Rockefeller money made Alfred Kinsey’s sex research possible.

In the fall of 1993, the Rockefeller Archive Center Newsletter published “The Rockefeller Foundation, the Population Council and the Groundwork for New Population Policies” by John B. Sharpless of the University of Wisconsin, Madison. Sharpless had been studying the files of the Rockefeller Foundation (RF), the records of the Population Council, and the personal papers of John D. Rockefeller III. He concluded that “Foundations and individual philanthropists are important in understanding the impressively quick and nearly unanimous change in attitudes and ideas about population that occurred during the 1960s.” Such foundations funded the development of contraceptives, but also built the international network of experts who shaped the public debate, who shared “a core body of knowledge and a common mode of discourse” as well as a “shared set of assumptions about how population dynamics worked.”

Sharpless wrote, “The power to accomplish this task was based on their relationship with the philanthropic community. In addition to the Rockefeller Foundation and the Population Council, other Foundations active in this area included the Ford Foundation, the Milbank Memorial Fund and, to a lesser extent, the Carnegie Corporation, and the Conservation Foundation.”

And to the agenda currently underway to radically change our World through the mass death of its population we need look no further for its explanation than David Rockefeller’s own words he spoke before the secretive Trilateral Commission in June, 1991, when he said:

According to reports China (China’s People’s Liberation Army Air Force) contacted the Indian and Nigerian intelligence officials about the presence of these US operated Ukranian aircrafts amidst growing concern that the United States were spreading “biological agents” in the Earth’s atmosphere also which some Chinese officals believed to be a attempt to mass genocide via the spread of h1n1 swine flu.

The strange thing about these reports and arrests as well as the forcing down of the planes were that these aircrafts were carrying “waste disposal” systems that could spray up to 45000kg or 100pounds of aerial type mist from sophisticated network of nano pipes that led throughout the trailing edges of the wings thereby dispersing whatever was in these tanks through a mist.

Reports of these US planes over Ukraine have been reported as well, and as we can further read:

Authorities in the town of Kiev, Ukraine denied any spraying of “aerosolized medication” by aircraft over the city. This after it was reported that light aircrafts were seen flying over the forest market area that sprayed a aerosol substance to fight h1n1 or swine flu.

5 Sources confirms this and the local newspapers of Kiev also received hundreds of phone calls from residents and business owners close to the area the planes were spraying the suspicious substance. Not only that but local businesses and retailers were “advised” to stay indoors during the day by the local authorities.

As if that is not enough, the government authorities also pushed the radio stations in Kiev to deny the reports. Online on forums, websites and blogs reports came in about eye witness accounts that confirms this. There was also reports of helicopters spraying aerosols over Kiev, Lviv, Ternopil and throughout Ukraine.

Most disturbing of the effects of the spraying of this mutated swine flu virus over the Ukraine is the devastating toll it has taken on the people of that country, and as we can read:

“Almost 40 000 people got infected since yesterday in the Ukraine by what we still call the “Ukraine plague” but doctors have said recently that this is a stronger case of h1n1 or swine flu that has mutated and has that affect on the lungs where it destroys the lungs and fills it with blood.”

But, to the most horrible outcome of this mutated swine flu virus is the World Health Organization now reporting that it is killing people in France, Norway, Brazil, China, Japan, Mexico, Ukraine, and the United States as the death toll from this Global Pandemic is now reported to be nearing 8,000 and China now reporting that this deadly disease has now crossed over into dogs.

Important to also note in these reports is that the US spray plane shot down in China was reported to be targeting a secret Israeli base located in the Central Asian Nation of Kyrgyzstan, which many Ashkenazi Jews (Ashkenazi Jews make up approximately 80% of Jews Worldwide) consider their ‘spiritual homeland’ after their long exile their under Soviet Communist rule, and where Russian Intelligence Analysts report the Israelis are nearing the end of their decades long deciphering of the ancient Epic of Manas manuscript (with close to half a million lines of Epic of Manas is twenty times longer than Homer’;s Odyssey in Iliad combined) that they believe contains our World’s oldest warning to our present age and which (coincidentally?) agrees with the ancient Mayan peoples that the year of 2012 will see the ending of our present age.

To the final outcome of these events it is not in our knowing; other than to state the obvious, that the truths of these things are continued to be ignored, even scoffed at, by the very people whose extermination has been longed planned by these monsters and is now being carried out, and who still have no idea whatsoever how truly easy it has become form them to be controlled their propaganda masters.

Unlike the Mossad in China who perhaps shot down the plane that the operatives aboard could not talk of the Mossad operation…India and Nigeria forced the planes down but did not shoot them down. Tap water in Vietnam is dangerous because it can spread bacteria to the shrimp, microbiologist Mansour Samadpour says, Bloomberg Markets magazine reports in its November issue
“Those conditions -- ice made from dirty water, animals near the farms, pigs -- are unacceptable,” says Samadpour, whose company, IEH Laboratories & Consulting Group, specializes in testing water for shellfish farming.
Ngoc Sinh has been certified as safe by Geneva-based food auditor SGS SA, says Nguyen Trung Thanh, the company’s general director.

No Record

“We are trying to meet international standards,” Thanh says.
SGS spokeswoman Jennifer Buckley says her company has no record of auditing Ngoc Sinh.
At Chen Qiang’s tilapia farm in Yangjiang city in China’s Guangdong province, which borders Hong Kong, Chen feeds fish partly with feces from hundreds of pigs and geese. That practice is dangerous for American consumers, says Michael Doyle, director of the University of Georgia’s Center for Food Safety.
“The manure the Chinese use to feed fish is frequently contaminated with microbes like salmonella,” says Doyle, who has studied foodborne diseases in China.
On a sweltering, overcast day in August, the smell of excrement is overpowering. After seeing dead fish on the surface, Chen, 45, wades barefoot into his murky pond to open a pipe that adds fresh water from a nearby canal. Exporters buy his fish to sell to U.S. companies.
Yang Shuiquan, chairman of a government-sponsored tilapia aquaculture association in Lianjiang, 200 kilometers from Yangjiang, says he discourages using feces as food because it contaminates water and makes fish more susceptible to diseases. He says a growing number of Guangdong farmers adopt that practice anyway because of fierce competition.
“Many farmers have switched to feces and have stopped using commercial feed,” he says.

Frequently Contaminated

About 27 percent of the seafood Americans eat comes from China -- and the shipments that the FDA checks are frequently contaminated, the FDA has found. The agency inspects only about 2.7 percent of imported food. Of that, FDA inspectors have rejected 1,380 loads of seafood from Vietnam since 2007 for filth and salmonella, including 81 from Ngoc Sinh, agency records show. The FDA has rejected 820 Chinese seafood shipments since 2007, including 187 that contained tilapia.

China's caged beggars at Taoist temple fair

This photo of beggars being confined in a cage during a local fair in China provoked outrage when it was posted on Weibo, China's most popular version of Twitter.

BEIJING – With more than 100,000 pilgrims and visitors expected to attend the annual Xishan Wanshou Palace Temple Fair, authorities thought it would be a good idea to confine the local beggars in one spot.
So, more than 100 beggars from the town of Xishan, in China’s southern Jiangxi province, were placed in a 165-foot-long iron cage during the fair on Sept. 15.
But when pictures of the beggars in the cage were posted on Sina Weibo, China’s most-popular version of Twitter, there was an outpouring of criticism online. Most netizens were furious.
One micro blogger wrote, “It’s just like a zoo. This is trampling their dignity.”
Another blogger sarcastically chimed in, “Our government always boasts that China has the best record on human rights. Before I did not believe that, but today I am convinced. These officials are just too smart, treating people as dogs.”
Others thought the pictures are too ridiculous to be true.
So NBC News called the civil affairs office of Xinjian prefecture government, which oversees the annual fair at the Taoist temple in the town of Xishan, to verify the photos were real. Mr. Wan, head of the civil affairs office, acknowledged that the photos were in fact real and told NBC News that it was the best solution the government could find for the problem so far.
“We had to consider both sides: the pilgrims and the beggars. There are some fake beggars who just want to trick money from pilgrims. We did see the pilgrims were harassed by such beggars in the past. On the other hand, the temple fair is so crowded that beggars might be hit by cars or trampled by the crowd,” said Wan.
Cities and towns across China hold fairs in or near the local Taoist temple usually once a year, or in some instances monthly. In this case, the town of Wanshou was holding its annual fair, hence the preparation for big crowds.
Xinjian government also made a statement on its official Weibo account saying: “In order to avoid accidents, we provided this temporary rescue shelter whose two exits are open. All the beggars voluntarily entered it.”

Many netizens were not satisfied by the answer and believe it was just an excuse by government officials to justify their behavior.
One blogger posted, “Despite any reasons they may have, the moment the government locked the beggars in the cage, they had already stripped away these people’s dignity.”
To many Chinese, the photos also damaged their impression of temple fairs. For centuries, the temple fair, “Miao Hui” in Chinese, has played a unique role in ordinary Chinese daily life. It originated in ancient times when people offered sacrifices to gods, but later it gradually turned into a marketplace for people to exchange goods and a place to see cultural performances.
During the last 10 years, the Chinese government has encouraged the fairs in order to emphasize traditional values. But this incident has left a bad impression of local officials and how they organize the events.
One blogger wrote: “What should be caged is power.”
